Biden sidesteps Congress for Ukraine aid

The White House announced Tuesday a stopgap $300 million package of vital military aid to Ukraine, sidestepping a Republican Congress amid fears that Russia's invasion is gaining ground. The shipment, the first in months from Kyiv's biggest ally Washington, will include anti-aircraft missiles, ammunition, artillery rounds and some armored vehicles, officials said. The announcement comes as President Joe Biden hosts Poland's President Andrzej Duda and Prime Minister Donald Tusk to reassure them of US support for NATO and Ukraine.

Leaders strike deal to stabilize Haiti crisis

A political transition deal in Haiti marks a key step forward for the violence-ravaged country but far more needs to be done, as armed gangs have seized control and fears rising of famine. International players, most notably US Secretary of State Antony Blinken, thrashed out a deal at talks in Jamaica on Monday in which Prime Minister Ariel Henry will cede power to a new transitional council, which will name an interim leader before holding elections for the first time since 2016.

Kasparov: Putin 'only understands force'

Kremlin critic and chess legend Garry Kasparov on Tuesday called for a stronger Western response to Moscow's aggression in Ukraine and said Russian dissident voices must be included in efforts to stand up to Vladimir Putin. Kasparov, 60, also blamed the Kremlin for the death in prison last month of opposition leader Alexei Navalny and said it marked a new low in Putin's crackdown on dissent.
